COLCAS was created in 1973 in order to serve the Logan County community more efficiently and effectively through greater inter-agency communication and cooperation. The COLCAS agency group continues to meet monthly and publish a directory of social service agency information.

In 2004, this public service website, COLCAS Online, was designed to utilize the internet to provide accessible and current information about these services.
